Position Summary

The Programs & Procurement Administrative Specialist supports the El Paso Hispanic Chamber of Commerce’s Entrepreneurial Development Division by assisting with procurement programs, supplier development, small business technical assistance, event coordination, and department administrative support.

This position helps small, minority-, women-, and veteran-owned businesses access procurement opportunities while supporting program logistics, agendas, follow-up calls, reporting, outreach, and day-to-day coordination for Chamber programs and events.

Key Responsibilities

Program & Procurement Support

  • Assist with procurement-focused programs, workshops, boot camps, supplier development trainings, and contracting readiness sessions.
  • Support businesses with vendor registration, bid preparation, certifications, bonding, access to capital, and procurement readiness.
  • Research and share government and corporate procurement opportunities with qualified businesses.
  • Maintain tracking databases, CRM records, participation records, and compliance documentation.

Event Coordination & Outreach

  • Assist with planning and execution of workshops, trainings, networking events, matchmaking events, expos, and special programs.
  • Support event logistics, including registration, venue coordination, vendor and speaker communication, supplies, room setup, and post-event follow-up.
  • Prepare agendas, run-of-show documents, sign-in sheets, participant lists, evaluation forms, and other event materials.
  • Conduct follow-up calls and emails with participants, vendors, sponsors, speakers, and community partners.

Administrative & Reporting Support

  • Provide administrative support to the Entrepreneurial Development Division, including scheduling meetings, preparing agendas, taking notes, organizing documents, and maintaining program files.
  • Assist the Programs & Events Manager with calendar coordination, meeting preparation, follow-up tracking, and department communications.
  • Prepare and maintain reports, attendance records, surveys, client service documentation, and program deliverables.
  • Support marketing, outreach, invoicing coordination, and reporting in collaboration with Membership, Marketing, and Finance teams.

Partnerships & Community Engagement

  • Assist in building relationships with procurement officers, prime contractors, lenders, economic development partners, and resource providers.
  • Help facilitate introductions between buyers, suppliers, and small businesses.
  • Represent EPHCC at procurement, supplier diversity, and community events as needed.

Qualifications

  • High school diploma required.
  • Experience in administrative support, program coordination, event coordination, or small business support preferred.
  • Experience in procurement, government contracting, supplier diversity, or business development preferred.
  • Knowledge of certifications such as VetHUB, 8(a), WOSB, DBE, or similar programs preferred.
  • Strong communication, organization, and follow-up skills.
  • Ability to manage multiple deadlines, prepare agendas, maintain records, and support event logistics.
  • Proficiency in Microsoft Office and CRM tools.
  • Bilingual English/Spanish preferred.

Work Schedule & Conditions

  • Monday to Thursday: 8:00 AM – 5:30 PM; Friday: 8:00 AM – 12:00 PM.
  • Occasional early mornings, evenings, and weekends required for events. Schedule adjustments will be made to avoid overtime.
  • In-person role based in El Paso, Texas.
  • Must be able to lift and transport event materials and assist with setup and teardown, up to 30 lbs. with team lift.
  • Valid driver’s license and reliable transportation required.

Wage & Benefits

  • Compensation: $18.00 per hour (non-exempt, hourly position)
